New Foreign Policy Vision Points to Europe's Core Issue: An Alleged Shortfall of Xenophobia?

Throughout his first term, commentators often suggested that the former president's remarks should be taken seriously rather than word for word. However, subsequent events indicate that that formula may have got it backwards.

An emergent U.S. National Security Strategy alongside a series of statements from administration officials, presidential allies, and Trump himself have sparked potentially one of the most severe crises for transatlantic unity, the doctrine that has underpinned stability and freedom in Europe since World War II.

From Financial Contributions to Cultural Anxiety

While The initial complaint centered on Europe's alleged failure to fund its own security, his rhetoric has now embraced a significantly more disturbing perspective.

Tinged with racism and a deep-seated disdain for Europe's political institutions and officials, he has spoken about the risk of societal collapse on a continent he has rarely visited and has predominantly viewed from the interior of a luxury vehicle.

"His recent interview devoid of a consistent philosophy is instead full of something else: the confused fear of an older man confronted with a changing world."

A conspiratorial worldview, which has shaped contentious U.S. immigration and law enforcement approaches, now appears to be informing Washington's prism of Europe.

A Xenophobic Thesis

From this vantage point, immigration from developing nations causes a weakening of European countries, rendering them "feeble" under "stupid" leaders and paving the way for their eventual decline. It constitutes an unabashedly racist theory, with the president's allies explicitly endorsing far-right political parties across Europe.

Although the general thrust of this race-baiting is not new, its meaning for European security are essential to grasp.

For Trump and his adherents—a group that includes billionaire Elon Musk, who has called for the dissolution of the European Union—all politics is fundamentally a deal. However, whereas he once claimed was about financial fairness, the current assertion is that a decadent Europe is undeserving because of its embrace of diversity.

A Self-Fulfilling Prophecy

During the conversation, Trump himself connects these dots in a form of wish-fulfillment exercise. He acknowledges that the Kremlin wants a divided Europe. Trump then declares Europe is weak, and in exposing the rifts between the transatlantic alliance, he objectively helps Putin by actively undermining European unity—while simultaneously denying any responsibility.

All of this is unfolding at perhaps the most critical juncture for Europe since WWII, amid a devastating war in Ukraine and escalating Russian-hostile actions elsewhere on the continent.

As European nations draw closer to Ukraine facing continuing warnings of U.S. withdrawal, the peril is that Trump has rationalized a justifying narrative for ignoring his allies.

The European Response

These developments demands a firm response from capitals across Europe. While some figures, including Germany's leader, have been blunt in their pushback, others—like British officials—have opted for a strategy of seeking to placate the White House.

On Tuesday, a Downing Street spokesperson declined to criticize Trump's comments about Europe or his latest criticism on London Mayor Sadiq Khan.

The spokesperson stated, "The Prime Minister enjoys a productive partnership with the U.S. president and a strong relationship with the London mayor, and is focused on cooperating with each to achieve better outcomes for the people."

The stark reality is that the president intends what he says and repeats them consistently. It is past time to abandon the pretense otherwise.
